Europe Presents Quantum Strategy and Announces Quantum Act
On 2 July 2025, the European Commission introduced its ambitious Quantum Europe Strategy, outlining the path to position Europe as a global leader in quantum technologies by 2030. A central element of this vision is the planned Quantum Act, which will provide a legal framework to support investment, infrastructure, and cross-border collaboration in the quantum sector.
Strengthening Europe's quantum and HPC capabilities
The strategy identifies five key priorities: enhancing research and innovation, building European quantum infrastructure, supporting start-ups to grow the quantum ecosystem, integrating quantum technologies into space, security, and defence, and addressing skills shortages with a European Quantum Skills Academy launching in 2026.
These efforts are closely linked to Europe's broader digital and computing ambitions. The combination of high-performance computing (HPC) and quantum technologies, as pursued within HPCQS, plays a vital role in achieving technological sovereignty and accelerating scientific progress.
A clear signal for projects like HPCQS
With over €11 billion already invested in quantum research, the EU is now focusing on translating scientific advances into industrial applications and economic growth. The upcoming Quantum Act is expected to provide legal certainty and targeted support for building Europe's quantum-HPC infrastructure — directly supporting initiatives like HPCQS.
By bridging quantum and classical computing, HPCQS contributes to the development of a competitive, sovereign European ecosystem — fully aligned with the objectives of the new Quantum Strategy.
